The proposal was cleared at the 

"I am not opposed to the toughened glasses being introduced in our AC buses. But what happened to the previous proposal (of 2009-10) to introduce bullet-proof films on these buses ?,'' he questioned at the meeting. He alleged that a contract was cleared by the committee for "bullet-proof" films in 2009 and no such film was ever introduced in these buses. "We (on the committee) feel cheated as the proposal was cleared by us, but there were no bullet proof films installed subsequently. Was there any loss incurred by the undertaking on the contract? There should be a probe,'' he demanded.

He added that without probing into the previous contract, the administration was keen on awarding a new contract for toughened and laminated safety glasses. "I have raised objections at the meeting, but then I allowed the new contract to be cleared as there is a need to repair some of our buses whose panes have been damaged,'' Potnis later told the media.

BEST general manager Om Prakash Gupta said that he was not aware of any contract involving "bullet-proof" films to be installed on AC buses in Mumbai. "The agreement copy with the previous contractor also does not mention anything about bullet-proof films. But since the corporators on the committee are insisting that the proposal (put forth in the meeting in 2009) had mentioned the word "bullet-proof", I will call for a copy of the proposal drafted two years ago,'' he told mediapersons after the meeting. Congress corporator Ravi Raja too supported Potnis, saying that the administration had drafted the proposal with the word "bullet-proof film" in the subject line and should come clean on the issue.
