In many countries, there are examples of the initiation of the use of new energy-efficient technologies by the producers themselves, which subsequently led to changes in the regulatory framework at the state level. Currently in Russia reformed legislation in the field of ecology, and therefore the largest producers and processors of glass joined together to implement new energy-efficient technologies, referring to the authorities with a proposal to amend the regulations that do not reflect sufficiently available in today's market opportunities.
Ordinary transparent glass, even when used in double glazing have low energy-saving properties - the lion's share of heat loss falls on window. This in turn leads to high costs for heating and cooling rooms. Tests have shown that the use of energy-saving glass in residential and industrial areas to reduce heat loss during the cold season to 70%, and in the heat of such glasses protect the building from overheating. In Moscow alone effect of the use of energy-efficient glazing could reach tens of billions of rubles a year. It should be noted that in mass production cost of windows with energy-efficient glass is practically no different from the usual cost of windows with double glazing. At the same time, the economic effect of low-emissivity glass is estimated at 30% (savings on heating and electricity), and in the case of multifunctional coating is even higher, since the additional savings achieved by artificial lighting and air-conditioning facilities.
Willingness of science to back up data calculations carried out tests at the Moscow State University of Civil Engineering at the meeting confirmed the Chief of the translucent constructions VPO "MGRS" Rafik Alekperov Gasanovich.
Proposal to amend the requirements for energy efficiency in buildings, structures and facilities in the existing regulations was supported by the Expert Council on Housing Policy and Housing Committee in the State Duma in the person of his representative Rashid Ismailov Aydynovicha, Member of the Supreme Environmental Council of the Duma Committee on Natural Resources, Environment and ecology. Gained the approval of Green Building Council represented by Director General Guy Eames, as well as environmental organizations "Ekostroi" NP "Greenstroy" NP "Ecological Union".
Following the meeting, the Union of glass enterprises in the face of its director Lev Mikhailovich Shahnesa was initiated by the signing of the protocol of the meeting industry in the form of "road map" for joint action.
