The aim of EPBD is to improve the energy performance of the European building stock since its recast in 2010. By 2020, in view of buildings and building components, NZEB (Nearly-Zero Energy Buildings) will be established to devote itself to setting minimum performance levels. To realized UN ambitions of energy conservation, new measures should be taken to confirm the objective of an NZEB building stock by 2050.
Achievements made by EPBD in delivering EU climate and energy goals are acknowledged as a signal of great possibility of improving the energy efficiency of European buildings. They claims that more energy savings in the building sector than that of last years will come true through their efforts with effective strategies. Moreover, if their efforts are stepped up, their objective of a NZEB stock by 2050 is achievable.
As for the goal of energy efficient renovation of existing buildings, actions in the following 4 areas taken by an NZEB building stock by 2050 are listed as follows.
Firstly, design instruments of triple current renovation rate.
Secondly, increase minimum performance by meet the decreasing final energy demand of buildings.
Thirdly, reform outdated building codes and a dedicated plan.
Fourthly, ensure adequate implementation and enforcement.
