Iran loses an important float glass market

Iranian float glass producers will have to pay anti-dumping duties to export their products to India.

India has emerged as one of the key export destinations for the country’s float glass producers in recent years. In a recent ruling, Indian authorities have DGAD recommended anti-dumping duty on clear float glass from Iran. The petition for this ruling was filed by three Indian float glass producers (Saint Gobain India, Gold Plus Glass Industry Ltd and HNG Ltd).   


Iranian float glass industry leaders, Kaveh Glass Group and Ardakan Float Glass Company have become large exporters of float glass to India. In total, Iranian float glass exports to India during the eighteen month ( Jan 2015 to June 2015)  period were 67,802 tons.
 
“After examining the submissions made by the interested parties and issues raised therein; and considering the facts available on record, the Authority concludes that the product under consideration has been exported to India from Iran below their normal values and the domestic industry has suffered material injury. Therefore, the Authority recommends imposition of definitive anti-dumping duty equal to the lesser of the margin of dumping and the margin of injury, so as to remove the injury to the domestic industry,” Indian authorities stated in its ruling. 


Indian authority ( DGAD), on the basis of sufficient evidence submitted by the applicants, issued a public notice on December 23, 2015, for initiating anti-dumping investigations concerning imports of clear float glass of nominal thickness ranging from 4mm to 12mm, originating in or exported from Iran, to determine the existence, degree and effect of alleged dumping and to consider recommendation of the anti-dumping duty.
The investigation period was from January 1, 2014 to June 2015 (POI).


After examining the volume and price effects of imports of subject goods from subject country and its impact on the domestic industry, the DGAD concluded that the dumped imports of the subject goods from Iran increased significantly throughout the  investigation period in absolute terms as also in relation to production and demand of the subject goods in India. Based upon the investigations it concluded that the domestic industry has suffered material injury due to dumped imports from Iran during the period of investigation.
